IMO Resolution MEPC 107 (49) came into effect on 1st January 2005 and applies to all new installations of oil content monitors within engine room spaces. This applies to existing ships and ships whose keel is laid on or after 1st January 2005. The Rivertrace "Smart-Cell" Bilge Alarm meets the requirements of MEPC 107 (49) for monitoring of 3 oil types: Fuel Oil, Diesel and Emulsions. By utilising the "Smart-Cell" Detector Array Technology, technology developed by Rivertrace, the Bilge Alarm analyses all three oil types simultaneously without the need for re-calibration. A manual cell clean device is included as standard to easily enable routine maintenance. Optical cell fouling is recognised as a leading cause of monitor malfunction or incorrect reading. The Oil Discharge Monitoring Equipment (Smart ODME) has been designed to provide means of monitoring, recording and controlling the ballast discharge in accordance with the requirements of MEPC 108(49). Discharge limits are set at 30 Litres per nautical mile and a total discharge expressed as a proportion of the previous cargo for dirty ballast. The requirements of the MARPOL Convention are that all oil tankers with a gross tonnage of 150 GRT and above must have an oil discharge monitoring and control system installed, incorporating an approved oil content meter, with a starting interlock and an automatic overboard valve control system. The Smart ODME includes all components required to meet MEPC 108(49) and is designed for ease of installation and maintenance. The SmartSafe Bilge Overboard Security System has been developed out of repeated industry requests to provide a failsafe method of prevention against illegal oil discharge to sea. Illegal discharges involving “Magic Pipes” and ‘Empty’ Oily Water Separators are seen as a major contributor to pollution of the seas and vessels are under increasing scrutiny by Port State Control (PSC) Surveyors globally.
